Short answer
The number could not be moved because the WhatsApp Business Account you are moving it into has not been set up to receive message updates (webhooks) yet. WhatsApp will not complete the migration until that setup exists on the destination account.
Meta returns the same code for different reasons, and each one has a different fix. Match the English text you were shown against the cases below to find yours.
Case 1
Migration blocked — destination account not fully set up
The number could not be moved because the WhatsApp Business Account you are moving it into has not been set up to receive message updates (webhooks) yet. WhatsApp will not complete the migration until that setup exists on the destination account.
Contact LetsBot support so your WhatsApp connection is set up to receive message updates (webhooks) on the destination WhatsApp Business Account.
Retry the migration once that setup is confirmed.

Case 2
No migration needed — add the number directly
This number is eligible to be added straight to your WhatsApp account, so it does not need to go through the migration process at all. That is why the migration attempt was refused.
Add the number directly to your WhatsApp Business Account instead of migrating it.
Register the number and complete its verification.

Case 3
Display name missing or not approved
The number could not be moved because its display name — the business name your customers see — is either not set at all or not approved. A display name change that is still waiting for review also blocks the move.
Set a display name for your business number if it does not have one, then get that display name approved.
If a display name change is still under review, wait until it is decided before retrying.
Retry the migration once the name shows as approved.
Meta's official wording
Registered name should be present and approved. The business phone number must have an approved display name (name_status is APPROVED) and cannot have any associated pending display name change requests.

Get your business phone number's display name approved.
Case 4
Source account setup is blocking the migration
The number could not be moved because the WhatsApp Business Account it currently sits under is not set up correctly: that account must be approved, and its permission to message on behalf of the business must be approved too. This may mean the account still uses the On-Behalf-Of ownership model, which is now deprecated.
Contact WhatsApp support and mention that the source account may still use the deprecated On-Behalf-Of ownership model.
Retry the migration after support confirms the source account is set up correctly.

The WhatsApp account that this phone number is registered with is not set up correctly. The source WhatsApp Business Account must be approved, and its "messaging on behalf of" must be approved.
Suggested solution
The WhatsApp Business Account may be using the now deprecated On-Behalf-Of ownership model. Contact support.
Case 5
No payment account on your WhatsApp account
The migration was refused because your WhatsApp account has no payment account attached. WhatsApp requires an active credit line on the account so that messages can be sent once the number has moved.
Contact LetsBot support so an active credit line is set up on the WhatsApp account.
Retry the migration once support confirms the credit line is in place.

Your WhatsApp account does not have a payment account. Your WhatsApp account must have an active credit line in order to send messages after migration.

Set up a credit line and share it with the business customer.
Case 6
Number migration failed — try again later
Something went wrong while your number was being migrated, and the move did not complete. No specific reason was given for the failure.
Wait a while, then try the migration again.
If it keeps failing, contact support.

Try again after some time. If that doesn't work, contact support.
Case 7
Number belongs to a different business account
The number could not be moved because it belongs to a different Business Manager account. WhatsApp only allows the move when the account you are moving from and the account you are moving into represent the same business.
Check which business each of the two WhatsApp Business Accounts represents.
Migrate the number into a WhatsApp Business Account that is messaging for the same business as the source account.

Case 8
Destination account not approved yet
The move was blocked because the WhatsApp Business Account you are moving the number into is not approved. WhatsApp requires the destination account to be approved before any number can be migrated into it.
Complete business verification for the business.
Make sure the destination WhatsApp Business Account's review status shows as approved.
Retry the migration once it is approved.
Meta's official wording
Your WhatsApp account must be approved. The destination WhatsApp Business Account must be approved before you can migrate phone numbers.

Ensure business verification is completed, and the WhatsApp Business Account review status is approved.
Case 9
Client hasn't accepted your Messaging For request
The number could not be moved because the destination WhatsApp Business Account's "Messaging For" request has not been approved. Until your client accepts that request, WhatsApp will not allow the number in.
Ask your client to open Meta Business Suite and accept your "Messaging For" request.
Retry the migration once they have accepted it.
